Personal Practice Summary

Professor Busuttil worked in the U.S. Department of State’s Office of the Assistant Legal Adviser for Law Enforcement and Intelligence Affairs (L/LEI), the office responsible for all United States extradition matters and mutual legal assistance in criminal and other law enforcement matters. He was in charge of negotiating the U.S.-Switzerland extradition treaty and assisting with the U.S.-Italy, U.S.-Ireland, U.S.-Jamaica and U.S.-Sweden treaties. He was responsible for all extradition cases with Africa and, on a rotating basis, European extradition cases. Professor Busuttil coordinated the Department of State position on reform of the Federal criminal code and worked with U.S. law enforcement agencies to assist mutual legal assistance.

Professor Busuttil has been a Member of the Permanent Court of Arbitration, the oldest international tribunal in the world, since 2007. He has been Director of the University of London’s Postgraduate Law Program; Associate Professor of International Law and Organization at the Institute of Social Studies, The Hague, The Netherlands; Research Fellow at King’s College London; and Lecturer in Law at the University of Essex. He has also worked at the International Criminal Tribunal for the former Yugoslavia (ICTY); the U.S. National Oceanic and Atmospheric Administration (NOAA); and the United Nations Institute for Training and Research (UNITAR).

Professor Busuttil is an attorney admitted to practice before the courts of New York State and the District of Columbia, as well as numerous U.S. Federal Trial and Appeals Courts, including the Southern District of New York, Eastern District of New York, District of Columbia Circuit Court of Appeals, Ninth Circuit Court of Appeals, Fourth Circuit Court of Appeals, Seventh Circuit Court of Appeals, Fifth Circuit Court of Appeals, Court of International Trade, First Circuit Court of Appeals, Sixth Circuit Court of Appeals, Eleventh Circuit Court of Appeals, Court of Appeals for the Federal Circuit, U.S. Court of Appeals for the Armed Forces, U.S. Court of Appeals for Veterans Claims, and U.S. Tax Court.

Professor Busuttil has a Bachelor of Arts degree from Harvard University (majoring in International Relations), a Juris Doctor from New York University School of Law, and a Doctor of Philosophy in Public International Law from the University of Oxford. He is a Life Fellow of a number of learned societies.

Professor Busuttil is a prominent public international law scholar and authority and has a wide network of relationships that would be highly valuable to design and support Project Subotai. He has direct experience and a unique perspective to help China craft a process to address the USG’s core concerns.
